How to Apply for MEPCO New Connection (2026 Guide)
To get a MEPCO new connection, apply online through the ENC portal or at your MEPCO sub-division office with your CNIC and ownership papers. MEPCO then checks the site and issues a demand notice; you pay it at a bank, and MEPCO installs the meter. For loads up to 15 kW, the standard time frame is 10 days to issue the demand notice and 20 days to install after you pay.
This guide covers the documents, both ways to apply, what a demand notice contains, and what to do if installation is late.
Which Category Is Your Connection?
MEPCO handles new connections in three load categories. Your category decides who approves the file and how long it takes.
| Category | Sanctioned load | Typical use | Approved by |
|---|---|---|---|
| Category 1 | Up to 15 kW | Homes, small shops, small offices | SDO / Assistant Manager Operations |
| Category 2 | 16–70 kW at 400 V | Larger shops, small workshops, tube wells | XEN / Deputy Manager Operations |
| Category 3 | 71–500 kW at 400 V | Factories, large commercial buildings | SE / Manager Operations |
Most households apply under Category 1. If you are unsure of your load, add up your main appliances or ask your electrician before you apply.
Documents Required for MEPCO New Connection
For every applicant
- Attested copy of your CNIC (and of witnesses’ CNICs, except for single-phase domestic and commercial connections).
- Proof of ownership of the property, such as registry, sale deed, or allotment letter for a housing society.
- Three copies of the application form.
- A statement that there are no unpaid MEPCO dues at the premises. If there are dues, they must be cleared first.
Attest ownership papers through an Oath Commissioner, Notary Public, or a Grade 1 gazetted officer.
In special cases
- Tenant: a no-objection certificate (NOC) from the owner, with a copy of the owner’s CNIC.
- More than one owner: a power of attorney in favour of the applicant.
- Name change: a clearance certificate from the relevant revenue officer showing no arrears.
- Load reduction or extension: the wiring test report issued by the relevant electrical officer.
- Industrial connection: a site map, and for limited or private limited companies, the incorporation certificate, directors’ CNIC copies and addresses, and an NOC from all directors on company letterhead.
How to Apply Online
- Open the ENC (Electricity New Connection) portal and choose “New Connection”.
- Select MEPCO as your distribution company.
- Enter your name, CNIC, and mobile number, then the address where the connection is needed.
- Upload clear scans: CNIC front and back, ownership proof or rent papers with the owner’s NOC, and any extra documents from the list above.
- Submit the form and save the tracking ID you receive by SMS.
Portal screens can change, so follow the labels you see on the site. If you prefer paper, use the next section.

How to Apply at a MEPCO Office
Collect the application form from your sub-division office, fill it in, attach the attested documents, and submit three copies. The office gives you a receipt and a seniority number. Keep both safe: they show your place in the queue and the date you applied.
What Is a Demand Notice and What Does It Cost?
A demand notice is the payment slip MEPCO issues after approving your application and checking the site. You pay it at a designated bank and give the receipt to the MEPCO office.
What the demand notice contains
- Capital cost: the cost of the materials and work needed to connect you, such as cable, store handling, and installation charges.
- Security deposit: an amount kept against unpaid bills, usually adjusted or returned when the connection is closed.
Why there is no single fixed price
The capital cost depends on your load, the distance from the nearest supply point, and current material prices. The security deposit depends on your category. Any website that quotes one fixed fee for everyone is guessing, so check the amount printed on your own demand notice.
Sample capital cost for a single-phase connection
The table below is a sample only, where the consumer buys the AMR meter. It shows how the capital cost is built up. Your amounts will differ.
| Item | Basis | Amount (Rs) |
|---|---|---|
| Installation charges on the meter | 8% of Rs 20,000 meter cost | 1,600 |
| PVC 2-core cable | 10 m at Rs 140 | 1,400 |
| Store handling charges | 12% of cable cost | 168 |
| Installation charges on cable and handling | 8% of Rs 1,568 | 126 |
| Capital cost payable to MEPCO | 3,294 |
The meter itself is bought separately by the consumer in this sample, and the security deposit is additional.
How Long Does a New MEPCO Connection Take?
| Category | Demand notice after application | Installation after you pay |
|---|---|---|
| Category 1 (up to 15 kW) | Within 10 days | Within 20 days |
| Category 2 (16–70 kW) | Ask your office | Within 34 days |
| Category 3 (71–500 kW) | Ask your office | Longer. Check the time on your demand notice |
These are NEPRA’s standard time frames. Your own timeline also depends on how quickly you pay the demand notice and submit the wiring test report.
What to Do If MEPCO Is Late
Once you have paid the demand notice, MEPCO is expected to install within the time frame above. NEPRA has set aside extra demand notices in cases where the delay was MEPCO’s own, so keep your payment receipt and application date.
- First, visit the sub-division office with your tracking ID or seniority number.
- If nothing moves, file a complaint through the MEPCO complaint portal. See our helpline guide for contact options.
- If it is still unresolved, you can take the matter to NEPRA’s consumer complaints process.
Delays caused by you, such as late payment or a missing wiring test report, do not count against MEPCO.
